Prevent User from Creating Credit Memos

We have added a new option to prevent users from Creating Credit memos in SMARTSystem.

1. Open the Staff Maintenance Window and Check the box under Staff Options User Cannot Create Credit Memos

2. Now when opening an invoice the user cannot create a credit memo. Clicking does not bring up a window to make any changes.
